Mass shooters are America's version of suicide bombers, many driven by ideology and leaving manifestos, intending to kill as many people at random as they can before they are stopped. So the question refocuses not to simply "What doe we need to do about gun control?", but "What can we do in the United States to stop our home grown terrorists before they have a chance to act out?", with gun control still being a major topic of discussion.
What sort of mental health program would have foretold this shooter's possible intentions and called attention to his problems, if you believe this is a mental health issue?

It was basically a violent overthrow of the British govt. We celebrate and honor the people that took part every July 4th.
Personally, since I have studied the beginnings of this country for the last 25 years for a book currently in progress, I would describe it as the rape, murder of, and theft from the Native Americans who had lived here for 40,000 years. White Nationalism... ah, COLONIALISM... really, really sucked.

...i wonder if the american indian tribes looked at the 'struggling pioneers' who invaded their lands, took their resources and eventually caused them to be pushed on to reservations as just some folks looking for a better life, or domestic terrorist, just wondering...
