I can explain why this is. The far right really does not care about Black people. Some people on the far right merely gaslight because they want a Republican in power.
Correction, southern Democrats were the one's perpetuating the racism. Northern Democrats, whom outnumbered the southern Democrats, were the ones supporting the Civil Rights Act. Only 8% of southern Democrats supported it. 95% of northern Democrats supported it. A lower percentage of northern Republicans (84%) supported the Civil Rights Act. NO southern Republican supported it. How hard is it for you to understand?
He mentioned white, black, and Asian, all considered 'races' in common parlance. I think he wanted to say wealthy first, but said white instead. In the world of gotcha politics and edited comments, he got caught this time. Tough.
He caught himself alright. He said exactly what he was thinking, then there's a little pause where he goes 'oh crap I just said that', then he starts throwing out all kinds of races and cultures and adjectives.
He may not be a textbook racist, but he's definitely one of those people who really believes that minorities are inferior, and that it's up to good old liberal Whitey to save them.
