Given he was not on Suicide Watch there would not have been cameras on him.

He didn't have to name names. The idiot kept a paper trail.
When they raided his home there were boxes and boxes of tapes, videos, photos, etc.

Most likely the staff doctor/psychiatrist and the management staff. Do you think the governor or AG of a state gets involved in suicide watch of inmates in prison or county jail awaiting trial? In hindsight it was probably not a good decision but that's the thing about hindsight isn't it?

How is that possible when they said he was housed where El Chapo was housed ?

He was in the high security wing ..same place as El Chapo was.
