These people are economic migrants and not refugees and Italy is sick to death of migrants which is why the country is becoming ever more right-wing. Sadly Richard Gere doesn't understand this.

The legislator make the laws, the more right wing Italy becomes in terms of the Government (the Executive) and Parliament (the Legislator) the more right wing laws the Government will make and Parliament will pass, and the Courts (the Judiciary) will have to adhere to these laws. That's how it works. Government and Parliaments have the power to make and pass new legislation and to change the laws.
