Chicago just like many older industrial cities in the north all followed the same pattern with the black community which is why they have similar problems. They roped all the black folk into one area for 50 years. Provide no jobs to the area as white businesses were reluctant to come to areas of large black populations (still an issue), no new business or capitol in the community for small business, no new city planning, those in power let the city around them die off. Then they gave them Welfare so you didn't have to DEAL with their problems, just feed them and keep them out of the "White part of the city".

You keep that system going for 30+ years then you close the projects, turn off the welfare and say "here is a Section 8 voucher, good luck". No jobs training, heck no jobs in the communities they can afford to live in (Chicago is not cheap and a section 8 voucher wont get you far), young men don't get section 8 or food stamps usually so they do what they have to do, which includes gangs, drugs, ect.

So many cities followed this pattern, Baltimore, New Jersey, New York City and many in the south like Memphis, and New Orleans. The issues of 50 years ago don't disappear because the people that put the policies in place died off. And most areas have improved if you look at crime statistics from the 1970's up. But we still have a few hold outs and I have no clue how to turn these places around, seems the States are fine keeping it contained to one area.

Here in Charleston SC we had a shooting -- random.

A guy was moving into his house -- had some kind of interaction with folks cycling by and was shot.

Completely random.

I guess you could argue the guy that was killed should have had a gun. Sometimes your hands are full -- what do you do. Seriously -- are we going to carry the guns in our hands.

It's sad.

Weapons readily available from Indiana is one big factor. Crossing the state line is just like crossing a city street.
