This is not new. Maybe it wasn't being enforced before? What is Trump doing that's new?

Legal immigrants have to jump through hoops and are required to have a legal sponsor who will support them for the first five years if anything goes wrong. (Goes wrong--might be an auto accident, disease, long term job loss,etc.)

The legal sponsor is REQUIRED TO prove that they have the money to support the person for five years and there is all sorts of legal paperwork and signatures. The sponsor can be a future spouse, an employer, etc. The legal immigrant does not qualify for housing, food stamps, nothing. After five years of being a legal resident, they can apply for help, but not before.

I don't know the specifics but I do know EO generally cannot make law (that's up to Congress), it just changes how laws are enforced. So, your guess is probably right. There is a law, somewhere, that was never enforced. Trump is now enforcing it. Good for him. We have a lot of good laws (and bad ones), if we just start enforcing them, we might make progress.

You still do not get it. A child of legal immigrants is an American citizen. Do you want to discriminate American citizens to punish their underperforming parents? I want to remind you that 40 years ago one could support a family of four on a low end manufacturing worker salary. Today that worker cannot support himself under the best circumstances, forget illness and accidents. Who was immigrating years ago? Right. Today only independently wealthy or reasonably compensated professionals, preferably childless, can meet those qualifiers. Will an independently wealthy immigrant wipe your butt?

I can rattle off half a dozen names who had a green card, were on Medicaid AND received cash benefits. Yes, there is a "disability" clause but they get around it. Disability is interpreted fairly generously for people in their 80s. Often, the parents leave the country and the kids continue to collect their cash benefits.

This is one of the many big changes:
