Sounds like they tried to create their own SLAM missle.

The U.S. had plans for one.

It was meant to be nuclear powered which allowed to to run almost forever. It would fly at low altitudes while dropping warheads on its targets. After it would still fly at high speeds spewing radiation along its path til it crashes.

And SLBM has a limited range, and is not even a cruise missile, it is a ballistic missile delivering multiple nuc warheads. There is a minimum and maximum range, expensive, etc. Even the cruise missiles, launch from subs, have a limited range and the subs for all how cool they are (served for years on one), still would not be even close to flexible and operationally efficient as a nuclear powered missile.

These smallish, nuclear powered missile are extremely difficult to detect, can stay on station for who knows how long, requires inimical support to be on station, and are conventional rather than nuclear for its purposes. AN SLBM and this thing are not even comparable different roles. The DARPA's hyper sonic program would be more of a comparable system.

Having dozens, or hundreds of these things flying on standby would be one hell of a strategy. Their use for supporting operations would be awesome also, no need for sea nor air support, can launch this thing from wherever, it flies basically undetected, and can assist in spec op missions, or general combat deployment. No need for forward deployment and all the hassles associated with ships and aircraft. The entire hyper sonic program is based off of this. Imagine instead of having to deploy ships and aircraft to support a mission, can just launch from the US and be there in minutes to strike. Well, same concept, the nuclear powered missile is just flying around on station, then when needed, zooms in for the strike.
