Yes and you don't have to get rid of the Electoral College either

you just have to make it directly contingent on the population

You mean a democratic vote??

yes that sounds excellent

You see under a democratic vote the people are held responsible for their actions

If you allow a minority to rollover a majority the majority of people can say hey I didn't vote for that guy I have plausible deniability and thus are not responsible
