I don't know how true this is. Sounds more like a tabloid and hard to take serious when they use words like "veep." However, I could see Obama saying something like this. However, it would be wrong. His legacy is completely polarized. Nobody would change their thoughts about his presidency on either side, in regards to anything Biden does. He is both oblivious and arrogant if he thinks that is the case.
