So this is a good step forward, people are aware they have a duty when someone tells them clearly it's their intent to blow up a bunch of people, and they have the firepower to do it, to report them.
But now, what? What do you do with people who have clearly announced their intent, and stockpiled the necessary weapons, but haven't acted on it quite yet?
Well, looking in my crystal ball folks need to keep their mouths shut because any innocent word will be reported and employers, as always, will respond with firing your arse even if authorities will have no interests in psychoanalyzing your water cooler conversations and such.

It seems there could be a law that those who are deemed dangerous, by their behavior of accruing weapons, and by their statements of wanting to be a mass murderer, should be banned from getting more guns. I think few are as staunch a defender of the first amendment than I am - but this isn't about freedom of speech. This is about noticing who is telling everyone they want to kill people, and has the means to do it. Just as pedophiles with child porn are viewed as dangerous to children and steps are taken to keep them from acting on their desire.

I'm pretty sure we have the ability to sort out those kinds of messages, vs. the ones with real intent to slaughter.
We would have to abandon the idiocy that we practice in schools, with zero tolerance of weapons so that kids bringing butter knives in their lunch boxes or boys on the baseball team having bats in their lockers are treated like potential felons.
But we are better than this, as a country. Our court systems can weed through ridiculous charges and deal with those have intent to slaughter.
If they are likely to kill people, they should be locked in a psych ward.

Not all murderers would qualify as a nut job.
