Part of the issue is courts

L.A. used to have a law that prevented people from sleeping in their cars. Federal court struck that down.

L.A. council settled a lawsuit filed by a homeless advocate regarding confiscating homeless property.

Point is someone did, and it worked. California would be far from a guinea pig at this point.

It worked all right. CA's homelessness increased.

It's really more like no one wants to hear the truth. It's just not convenient for them.

The rich. (jeese I hate using that word). complain & want the homeless to follow the laws. Meanwhile, they (the rich word again) are fine skirting the laws and abusing the system themselves.

(rich is not the correct word to use, please just understand the meaning)
