Every politicians evades damning questions in one way or other. But some, rather than deflecting the question, just give a phony laugh and nothing else. Or laugh inappropriately. Like "What will you say to the grand jury?" "Phony Laugh Here"

This is true. A phony laugh might be irritating but it wouldn't automatically be a deal breaker. Now flat out lies would be a deal breaker right off the bat. So that rules out Donald Trump.
