I believe the original intention was for the common wealth. Somehow the original idea of capitalism has taken a left turn to mean "forget you". I do not think that was the original intent.

Because they won't pay for the roads other wise. So there will either be no roads or people will use them without paying for them, kind of like stealing. And no I'm not going to pay some private fat cat a big mark up to use his private road.
