A purportedly homeless, wheelchair-bound man was collecting about $1000 per weekend from generous strangers at a busy Abilene, TX intersection. According to the police chief:

He’s not homeless and he’s not handicapped, according to KTXS-TV, which cited Abilene’s police chief.
The man is seen every weekend at the same intersection sitting in a wheelchair and asking for charity, Police Chief Stan Standridge said...“He is not homeless. He resides in a south side residence,” Standridge said.
“He is not wheelchair-bound but is instead dropped off every weekend to seek charity. He earns about $1,000 for his efforts, just working the weekends," he said.

There isn't enough information to determine what was going on here.

Even this article, which has more detail, cannot definitively determine if the man was committing fraud.

I do think it's quite humorous that the fuzz would chime in on the situation and paint him as someone doing something immoral. Even if fraud (which is a clear violation of natural law), this guy has a long way to go to rack up the rights violations that cops have on their resume.

As the old saying goes, a fool and his money are soon parted. Sounds like this scammer finds a thousand dollars worth of fools each weekend. I don't really have much sympathy for these fools any more than I have sympathy for people who get fleeced by telemarketer scams. Don't be so gullible and there wouldn't be a problem. The guy wouldn't get anything and he'd have to go out and find employment or starve. (or cry to the government for welfare)
