A typical "sniper rifle" is a single shot, bolt action. Also known as what most people hunt deer with. At least that would get the Fudds involved in protecting everyone's rights.
When the DC snipers were still on their rampage, the Democrat politicians like Diane Feinstein were calling for banning "high powered, sniper rifles", which they defined as any rifle with a scope, including bolt action hunting rifles. Then it was revealed the two snipers were Black guys, and that went away.
It's like changing from "racist" to "white supremacist".
Apparently "assault rifle" was not getting the propaganda job done, so they needed to change to "sniper rifle". It does sound more sinister, doesn't it?
Funny it isn't "gun man" now it's sniper. Do you think he was using a compound bow?
About twenty years ago, the Media stopped using the term "Gang Violence" to describe inner city Black, on Black violent crime, and switched to "GUN VIOLENCE". This takes the responsibility AWAY from the criminal (person) and transfer it to the tool (gun).
Any rifle operated by a marksman for the purpose of a one shot kill (1SK) is a sniper rifle.
The standard bolt action .308 or 30-06 that every deer hunter in existence has fired one or the other, is a sniper rifle, because a marksman has set up, ranged and tuned that weapon for a 1SK against a target that weighs >100 pounds. Bullet shape/weight, barrel length and optics are all considerations in making the platform more effective, but knowledge and skill are what make a sniper, not just gear.
Marksman skill is what makes a platform sniper capable. Buddy of mine who has hunted for ~50 years of his 61 years on Earth can make 6" groups with the just iron sights on his .300 Wmag at 300 yards. Dude is a marksman of much skill, so any rifle he puts in hands, optics or not, is a sniper rifle.
Can't outlaw skill.
