Though millions believe it so, the United States of America doesn't exist. It's a socially constructed paradigm with no moral and logical standing because...drumroll... only individuals have rights.

And btw, if you were really down with a government document that gives the greatest perception (cuz that's all this is...smoke and mirrors) of protecting rights you'd be on here talking up the Articles of Confederation instead of The Constitution.

The laws are imposed upon most anyone inside the jurisdiction, whether a citizen or not. Citizenship is granted or recognized at birth. If one doesn't want citizenship they could renounce it. And if they don't want the jurisdiction's laws imposed upon them they can leave the jurisdiction.
