Very ignorant and uncalled for, but remember when Ray Nagin said after Katrina that he wanted to ensure New Orleans remained a "chocolate city", or when many Hispanic activists and Dreamers openly take pride in Reconquista and the growth of the Latin race in America?
Your two examples here probably won't go as viral compared to what the mayor in this story. Heck, if the mayor was a White man, it probably would go even more viral! Nevertheless, what a vile statement for her to say and this is coming from someone who has said many vile things!
Probably white people are voting with their feet and dollars to live in the more homogenous neighborhood. They should be able to make it official policy. There's really no reason to not tolerate the homogenous community existing other than being against that racial group.
And I don't think it should ever been made official policy to discriminate against someone based on race. No one of any race should be prohibited from moving to a certain city or town.
And you didn't answer why more Blacks didn't go to Marysville. You only answered why Whites went there.

I think if a certain city, town or community wants to make it the policy they should be able to.
It wouldn't be needed if there wasn't open borders, people who impose themselves on others and are bad neighbors, classmates and coworkers. People should go where they are wanted or at least strive to be acceptable where they want to go.
I'm thinking of moving to Marysville just to make Jean Cramer mad. Not really, but well, I say this. I'm going to do whatever I want. If I want to be there, and I have the money to there, no one can stop me except through illegal means. And I'm glad it's this way. Anyone who has a problem with it, too bad.
