Than why make them work at all? Just give them a basic income and let the business worry about how it gets it's food cooked.

Also, not in the DC area, Boston area, NYC area, most of CA, Seattle, Portland, OR, etc. Anyone making minimum wage in these areas (and many similar areas) is going to need lots of government help (EBT, Section 8, Medicaid) in order to make it.
