You're short 11 Million workers.

If all 6.5 Million unemployed got jobs tomorrow, and if you brought in 4.5 Million immigrants from other countries and they all got jobs tomorrow, then...

...if you had 0% UE for the next 200 years the problem is solved.

Or, you can just increase the FICA tax rate to 8.0%-8.2% for employer and employee and never worry for the next 200 years.

No wage cap nets you an extra $65 Billion/year. When you're paying out $124 Billion/month, that won't get it.
