Is being misinformed by a subordinate and then repeating it lying? If so, then yes, he's a liar. I'd personally rather go with misinformed. Unless he doubles down with a sharpie edited map, and then he's a liar.

And yet even the Alabama national guard posted on the 31st that the storm had changed tracks and was no longer heading toward Alabama. Why didn't the President know this info a day later with his hourly updates?

Yes, or at least misinformed. No direct impacts were forecast for Alabama at any point.
