I assume that is the concern which I understand. Personally I don't believe taking everyone's name from the APP is useful or should be lawful if no one has used it for an illegal act or the app maker is not promoting its use for some negative action.
well, same would be true with any IED an American would want to make...or an optical scope fitted with a webcam with low latency, etc.

There comes a point when you really have to say "well, how many Americans have made those IED's and used them?" before it should hit the radar.

If the feds want to do this, they should be prepared for the fact that many innocent people will be affected. That amount could range from dozens to possibly hundreds or even thousands. With this, the feds wanting to do something this daring (finding out the personal info of that many people) should mean you accept the consequences for your misdeeds. By this, I mean ALL or as many of the necessary federal agents involved get sued and/or jailed. Yes, that includes there being no legal loopholes to protect themselves in this situation.
