I just throw it all back in the cart and leave the cart out in the lot cart stall.
Austin has been NO PLASTIC BAGS for a few years now. Going to the grocery store I have one canvass bag, full of old plastic bags, that they use to put groceries in. My groceries all fit back in the cart. A bunch of those canvass reusable bags don't. I use to have to get a second cart.

I went to Home Depot and Lowes yesterday and they both gave me plastic bags.

I have refused plastic bags for years. If I don't have my own reusable on me, I have chosen paper. But no retailer has EVER charged me for paper. Your Home Depot sucks --
