So what are schools supposed to do with chronically disruptive students? Put them in a separate classroom to sit there all day an be watched? What if they just leave?
You put that kid in school activities under supervision for two days - away from friends, no slacking off in class, being hounded for work done.
Under state law, teachers would still be allowed to suspend students from their classrooms for up to two days as long as they remained in school by participating in what is known as an “in-school” suspension program. Students would remain under school supervision and likely participate in activities that address the behavior that led to their being removed from the classroom.
You send that kid home and he gets to play video games, hang out at the court, or go joy ride with friends. That kid will be disruptive again and again. Guaranteed.

I can look at Mississippi and Alabama on why you don't want to never give complete control of the government to the Republican Party.

AL and MS do not invite illegal aliens into their state, have rivers of human feces in the streets of their big cities, endorse or ignore hate crimes by Antifa, or suffer from outbreaks of typhoid and bubonic plague.

We're turning out way better than the liberal kids. At least we know which gender we are.
Maybe I am reading it wrong, but it seems to be exactly what the text says. I guess I'll have to read it a few more times.
I live in CA. I wonder why I still do, but I have friends, family, and a business. None are easily relocated. On-line charter schools could see an increase as well as other private schools.
