AFAIK, the only help that Trump can constitutionally offer is to urge Congress to either beef up existing programs or enact new ones. He might be able to release more funding for certain programs as an executive action, similar to what he is doing for the wall. This would depend on how the existing programs are written/funded. But I don't see what else he can do.
Keep in mind that the Trump administration is proposing cuts to federal programs that many homeless people rely on.
The reason there is a ghetto is because many people fled the crap hole that is the South, and they came to Chicago, which has an economy.
If there is such a grand economy in Chicago, why are the gangbangers shooting and killing each other and several innocent bystanders every week? Shouldn't they be working their wonderful high-paying jobs in Chicago's wondrous economy, instead of indiscriminately gunning down others?
Exactly what constitutional authority does the federal gov have to do anything in this arena?? Aside from beefing up existing benefits programs or getting new ones enacted by Congress?
They can and should eliminate federally-funded public assistance programs. Such are the purview of each of the respective states, per the US Constitution, and they can tax for and fund any public assistance programs their citizens approve at the ballot box.
