Even if you want to frame it that way, the OP's point is still valid in that Islamic terrorists are not being highlighted, much less mentioned as the cause.
Maybe they are simply trying to highlight the memory of the day when 3000 Americans died. I guess such thing doesn't make sense to a partisan hack.
You can be generous and say it's a figure of speech, but 100% truth everyone at the NY Times knows they cannot publicly blame Muslims for 9/11. Any writer who did so would be shunned by their colleagues.

We should all reflect on the absolute fact that hate filled Muslim radicals attacked the United States 18 years ago. We should not forget the 3000 dead on American soil, nor the horror of how they died. Watch the video of the burning towers and people leaping to their deaths. Watch the skyscrapers fall into the streets of NYC in a scene the likes of that should only be seen in a Hollywood movie. Watch panicked citizens of our nation run for their lives on AMERICAN soil. Never forget WHO DID THIS..........much worse than Pearl Harbor, at least the Japanese attacked a military instillation. These beasts attacked a city full of non combatants.
