I've lived up and down the west coast and have my opinions, but am curious as to your thoughts?
Racist people been around long before social media existed. They are not going anywhere, and all social media does is expose them for all the world to see. At one time you didn't have social media and cell phones, to record and expose these situations. People try to downplay it, but it's alive and well, and especially in certain parts of the country.
With Trump leading the way, it has become more acceptable for the racists to be visible. Republicans have been using the dog whistle for a long time, but now have the POTUS using the presidential bully pulpit. So, why are we surprised?

How do we know one is racist? Context matters as well as actions.
Just as how the 24/7 news cycle has made people think crime is out of control despite crime rates going down, I'd think there are not significantly more racists out there...their voices just carry further via social media. Have definitely become bolder even openly spouting stuff with their real names exposed(Facebook) though.
