I'm sure the military keeps enough around for the worst case scenario and if they had fallen below that number, then that is considered "low". This could be 9x19mm, 5.56x45mm, 7.62x51mm or any of the larger rounds like 20mm.
The manufacturers don't keep this in stock. If the military needs ammo, it purchases it like any other company. That order will go to companies like Lake City or CCI who will fulfill that order. It doesn't happen overnight even with modern manufacturing techniques.
