Well, drug costs are a medical expense. MS, which Noahma mentioned, is mostly managed as an out-pt. In fact, in the US, you have to be pretty darn sick to be sent to a hospital.

when a night in a hospital costs 10K, you know the system is ripping you off, cap medical costs seems like a reasonable solution
