Yeah I can see where building in flood prone areas could be costly when weather suddenly causes problems in areas where it didn't before.
The best plan may be to stop insuring those who build in at risk areas and to start using some planning to stop paving over areas which causes or worsens the flooding.

The main financial impactor thus far has been severe weather events. These have been steadily increasing since at least 1980. A total of 241 severe weather events since 1980 have cost the US over $1.6 trillion.

Unless we are all willing to live in a pre-industrial state or being, nothing is going to change and there is nothing we can do about climate change, assuming it’s man made.
