Gas prices have topped $4 per gallon in California due to the attacks in Saudi Arabia. California, unlike, the rest of the US, uses imported oil for the bulk of energy needs. It even imports Gasoline from Saudi Arabia!!

According to the California Energy Commission, 57.5 percent of crude oil supply to California refineries in 2018 came from foreign sources and Saudi Arabia accounted for more than one-third of that (134.8 million barrels last year).
There are, of course, the huge amounts of CO2 generated by importing oil and gasoline from overseas. Worst yet, is all the money flowing into Saudi pockets from California drivers.
The US is energy independent, EXCEPT FOR CALIFORNIA which refuses to use American oil.
To save the environment shouldn't Trump issue an executive order forcing California to use American oil???
We use all of our own oil but it only accounts for about 40% of our needs. About 10% comes from Alaska but that shrinks every year. We can't economically import oil from Louisiana because of some funky laws about non-US ships trading between American ports (look it up). There's no pipeline so....
You're also wrong about the reason our gas prices popped. Its actually because of refinery outages.
The "State of California" does not import oil. Private oil refining companies in California import oil. If they feel it's easier to import oil than to use American oil, it's probably also cheaper. Thus, using "American" oil would not drive the price of gas down in California.

The price difference is negligible as world oil prices are basically the same no matter where the purchase is made. So yes, it would make no difference in gas prices.
