I don’t understand why anyone chooses to retire in a place they cannot afford, when there are more affordable areas to live.
Having said this, the OP’s link is nothing more than click bait.
According to it there were about 40,000 homeless people 65 and older in 2017. It does not distinguish between sheltered and unsheltered homeless.
More importantly, it does not put the 40,000 into perspective. There are more than 50 million people 65 and older.
This is why healthcare reform is important. Many of these seniors ended up on the streets simply because they got sick.
Every senior gets Medicare. I just started on it and it is a good program. It covers anything medically necessary. So your statement is not true.......

Everything?
If everything were covered, there would be no need for Medi Gap/ supplemental insurance. There would be no need for Medicare Advantage with slim networks.
One of the greatest challenges is finding a primary care/ specialist who accepts new patients and Medicare reimbursement. While most medical practices do accept Medicare reimbursement, most limit the number of patients. This is more challenging in areas with substantial senior populations.

Yes, you're right, you do need a Supplemental or Advantage program.....but most Supplemental programs are low or no cost that I've seen...the coverage can be more limited, but hey for an impoverished senior, it should cover pretty much anything.....
California is liberal on social issues. On economic issues, California is downright regressive. They’ve practically brought back the rigid socioeconomic hierarchies of medieval Europe. There’s a tiny elite wealthy land owning class, a small middle class, and a vast impoverished majority that works in the fields and does other menial jobs. What little they earn is taken by the land owning class in the form of rent. New York State is almost as bad.
There is no economic liberalism in America anymore. We had economic liberalism from Franklin Roosevelt until Ronald Reagan. There were vestiges of economic liberalism in Trump’s campaign rhetoric, but otherwise it has been dead since 1980.
So you’re asking the elites of Silicon and Hollywood to chip in and subsidize housing and education for the disadvantaged? Even if they did it would be a drop in the bucket to solve the problems of housing. Would you and the other people at your income level do the same thing wherever you live despite already paying large chunks of your income to local taxes?
Why not? If there ever was an openly idealistic, sanctuary state for all it's CA.
In order to live up to their high ideals they need to pay up. And they've got the wealth to do so.
Lip service is cheap and given all the wealth in CA and all the talk about income inequality and liberal ideals they need to put their wealth where there money is.
Me, I have no desire to live there. Not worth it financially for us.

Seniors are especially vulnerable because one health issue can wipe them out entirely; and they have little means to get back on their feet.
