Manslaughter is generally the appropriate charge when someone dies as a result of a mistake. However, this was no mistake, he didn't accidentally shoot her. The cop INTENDED to kill her, and in fact DID kill her.

Generally, a dispatcher gives them the details they have. There's no reason to believe they didn't have the information the neighbor gave them about who was in the house when he called in.

Yes he can. He can break the door down and enter for a wellness check.

I'm sure how they put that into practice varies because they prefer to get a relatives permission to break and enter if they have to, but they do not need a warrant to enter private property when someone calls for a wellness check.

LOL, you're really grasping at straws here. If he thought there were three street punks in there, he shouldn't have walked around looking into windows. He should have called for backup - particularly since you think he was some green "kid".
