Congress absolutely has subpoena power to compel Rudy Giuliani to testify. This is settled law, per Supreme Court rulings. If Rudy doesn't comply he can be held in contempt. If that doesn't work, Congress has can fine him. If that doesn't work, Congress can send a sargeant-in-arms to arrest and detain him. Arrest and detain was also upheld by SCOTUS in the 1920's.
