Why use Euro-Californian in your subject? You mean whites who can't seem to make high income to afford housing there. California a big state lots of places where housing is cheap just not near the ocean, or mountain area.

Most of that paragraph is word salad.

What is an atomized white community?

If housing is tight, why would only whites need a specialized housing plan? Anyone who can't afford to live where they grew up has options:
* live in another area
* live with parents or other family
* live with room mates
In any case, nobody ever promised anyone that they will get to live in the neighborhood where they grew up.

When most people can't afford something they either accept it or they make plans to increase their income (additional training or just look for a better paying job).

The places where it is cheap in CA generally tend to have no jobs.

That's why have to focus on a high net income job right out of high school kids today better have it planned out how they are going to live they will be moving out of state like I did in 1992.

California needs to get out of its own way and build. I downy care if it’s up or out, it should be criminal to let it get that bad. YIMBY!

There’s no reason on earth why ethnicity should have a d@mn thing to do with that.

Added. Maybe I should say that Robert Stark is telling them to be unhappy with their lot in life.
