Exactly! an employee making $15 an hour isn't gonna risk their life to chase down a thief. It's up to the loss prevention people.

Target used to have undercover loss prevention people prowling the stores and they would be catching thieves left and right not sure if they still do that.

They have some of the most advanced survivance loss prevention around.

Many stores don't even let loss prevention do it anymore. Too much liability if the perp runs, trips and falls and then sues etc.

The lower class don't shop on line. They shop at Walmart and liquor stores. The honest among them are hurt the worst by store closures from this systemic retail theft in their lower class neighborhoods.

Maybe when the Great Idiot (my new name for the typical US citizen) has all stores, gas stations, restaurants, etc, closed down around him or her due to rampant crime, he or she will finally realize there is a problem that needs to be CORRECTED. I'd doubt it, but maybe. By that time it will be too late anyway. So just let the criminals keep on keeping on with little to no consequence. Embrace that thug culture and keep excusing it. See what happens. And when there are no more businesses to victimize, they will begin to victimize YOU.

Tight controls on who gets in and who doesn't, I would be careful with that. It could turn into "we reserve the right to refuse entry to anyone for any reason". That could get sticky. It could also turn into people getting robbed on the streets. Thiefs stop for no one.
Locks keep honest people honest. Maybe they can get in but they are trapped going out. You must have a phone that issues a key or a card like a hotel room lock for the doors and elevator. You simply don't get in otherwise. Also a double door for the exit. This is basically how a jail controls it.
