HJR 1089 specifically states:
THAT this serve as Notice and Demand to the federal government, as our agent, to cease and desist, effective immediately, mandates that are beyond the scope of these constitutionally delegated powers.
THAT all compulsory federal legislation which directs states to comply under threat of civil or criminal penalties or sanctions or requires states to pass legislation or lose federal funding be prohibited or repealed.
So Oklahoma wants federal funding but not be required to comply with requirements associated with that funding. Good luck with that.
Overall, states are very dependent upon federal funds, making up nearly half of their annual revenues:

We'd sooner keep Oklahoma a secret and keep letting people think it's where Indians still live in Tepees. That way speculators won't come swarming into the state and make land and housing go up like crazy like what happened in Florida and California.

Well, the U. S. Supreme Court needs to rule if states can be denied funding if it doesn't want to go by federal regulations. Maybe the Supreme Court has already ruled on that subject.
