If you are an American company wanting to grow the business like a WalMart, Lowes or a McDonald's you have a problem the USA is saturated, in Europe and Japan your expansion efforts flop because the customers are too discrimiating to buy your crap. So what do you do. Canada doesn't work because there are as many Canadians as the entire state of California. So what becons. The answer is Mexico with a population of over 100 million and an economy that is growing twice as fast as the US and Central America is Mexico's Mexico. The vision of thousands of new Mickey Ds and hundreds of new WalMarts, Lowes, Home Depts etc dances in the heads of the CEOs in places like Benton Ark or Charlotte NC. You have your answer why the NAU will come to be. NAU is the price for unfettered American access to these nations. The handful of American Deciders have made this decision for the people of the USA.

1) They will need a referendum, or at least congress majority. I don't see it flying in our time.
2) They can open whatever they wish in Mexico or the moon, but it doesn't require unification of North America.

If there's a default, it becomes a realistic possibility for the first time ever. It doesn't seem coincidental that some members of Congress want the US to fail - especially given that this idea has been floating around for awhile.

Otherwise, there is no way a NAU will happen.

NAFTA and CAFTA lower the tariff barriers but unless mexican law has changed it is illegal for a Mexican to sell land or real estate to an American. If an American wants to buy a little retirement place in Mazatlan like he would in Florida or Arizona he can't. The best he can do is buy a lease to that property. I think the same applied to commercial property so if a US retailer like WalMart wants to expand South of the border it (1) have to lease everything from a Mexican or rely on Mexican partners (I.e. lincence the WalMart bran d). Both of which are not attractive to this company.
