That could mean anything you want it to. Do you support the drug war (another abuse of powers BTW)? How about things like in the "Minority Report" movie? Segregationists thought "Jim Crow" would promote the general welfare too.

How did you arrive at "one generation" as the timespan? In nearly all cases of diespotism, the autocrat wiped out prior constitutional contracts in a matter of hours, days,weeks, or months. Furthermore, there will never be a time when a single generation constitutes a majority. so no gemeration would be able to bring about such change by non-revolutionary means. Do you think it took a generation for Hitler, Pol Pot, Pinochet, to make the transition? People were awakened in the middle of the night and told about their loss of freedom. Sleep with a pair of pants next to the bed, because that is how quickly freedom disappears.

Freedom is never more than one generation away from extinction

I view it as freedom is only one VOTE away from extinction.
