I referred ironically to Madoff. Neither race nor ethnicity have the slightest thing to do with my post.
I included a link to Chinua Achebe's -- Nigeria's best-known author -- most famous novel. May I suggest that you read it -- perhaps with more attention than you devoted to my post?
Yesterday,, in my postal mailbox, there was an envelope that was intended to look just like a US Government envelope. Showing through the window was a discount certificate, desibned to look just like a US government check.
Today, I got an e-mail from a Nigerian scammer. It was send by some porr guy in Nigeria whi is trying to make a living in a country where making a living is very hard to do.
Why should I think the Nigerian who sent me the email is of lower moral worth and is doing something more reprehensible than the American who used the US maill to try to scam me with a letter that tried to deceive me into thinking it was a govenment check? Yet, international police are trying to arrest the Nigerian, while the person who sent me the phony government check-looking thing can be easily found and operates openly from an office and is probably a member of the Better Business Bureau in his city.
At least, the Nigerians don't phone me at supper time.
Forward their emails/internet scams to the FBI as soon as you get them. This will help the government to track & stop/shut down their scams.
Those crooks got very organized: in the U.S., Europe(Eastern & Western), Asia, and now in South America.

Seems a correct assessment of the issue to me. The Soviet Union was an evil empire---is this racial?
Everything is racial to some people. A crook is a croook is a crook. Nigeria is famous for these scam crooks.
