Before antibiotics Bubonic plague was a terrible disease.
Without treatment it is known to kill 50% of the infected within 7 days after infection.
Every few years a case appears here stateside. With early detection and treatment, it rarely kills.
If there became a public awareness of the symptoms, and a concern that it was being spread here, I would think that most folks would be getting treated with the first symptoms.
Treatment is quick and easy using any of these: Streptomycin, Gentamicin, Tetracycline, Doxycycline, or Ciprofloxacin.
Just as a farmer I stock; Streptomycin, Tetracycline, and Ciprofloxacin. Along with a few other things
I can not imagine that a large outbreak would overcome the supply of these common inexpensive antibiotics.
Every hospital has them, every doctor's office, every vet, and many farmers; these are very common antibiotics. And the disease is slow enough that it gives you plenty of time to react.

it pops up practically every year in new mexico, my home state. no one freaks out because they're used to it.

Let's assume the CDC and all the hospitals do everything right (which would be a first), if only 100,000 people became infected with bubonic plague in Los Angeles County, and everyone was treated with the appropriate antibiotics early, then approximately 15,000 would still end up dead.
So even when the outbreak is not large, and treated immediately, several times the number of people who were killed on 09/11/01 could still end up dead after a bubonic plague terrorist attack.
You can laugh and joke all you like, but it is a very real and serious threat.

It was my understanding that our modern antibiotics make this into a very minor issue.
