"They (police) took steps to deal with that and this person made his own choice to immediately comply and lie down on the road once the Taser was presented to him," Mr Stewart said.

Naturally the Deputy Police Commissioner tries to twist the words to sound like it's the kid's fault, not the cop's. Nothing will come of it because internal affairs is nothing but cops too, helping out their buddies. This happens too many times, and nearly every time there is no oversight and cops get away with so much BS.

That's horrible.
If you tell someone to lie in the street, it would seem reasonable to make sure that you've stopped traffic.
