"just let the market fail" means "let the market buy up the assets for pennies on the dollar". Fiat wants to buy Chrysler, but as long as the godvernment outbids private investors, ain't noone going to save the car manufacturers.
Small banks and credit unions are doing fine. Why penalize them by bailing out worthless competitors?

The only problem with your proposal is that most people, faced with that kind of tax can just purchase hydroponics and grow their own thus creating a "black market" of sorts. I like the idea of legalizing ALL drugs for tax and violence reduction purposes
