I would say there is a strong possibility that Emanuel and Axelrod stopped with the FDR presidency so they wouldn't know about any successes or failures of the Carter time. With me the Carter were the years of my most fear about the future of the US and the world. Those were rough years with an absolute idiot at the helm.

Perhaps similar demographic conditions existed at the time? Baby boomers put Carter in office and the echoboomers (mostly in their 20s), put Obama in office?
