Victory for the Second Amendment? More like a victory for reloaders, which is nice I suppose, but hardly the stuff of Constitutional celebration.

Much of that expended ammo is commercially recycled into new ammo.
Perhaps you need to read the DoD letter to fully understand the implications of this event.
