Some of it surely is. Much of it isn't. Either way, putting someone to work is better than the alternative. Somebody has to spend to keep the economy from crashing. Business and individuals haven't. That's where government steps in.

How many bailouts have we had since last november?

And, how have those bailouts helped the economy so far?
