Pragmatically speaking, I don't see how one could have a problem with giving taxpayer money back to taxpayers to pump back into the economy on something that benefits everyone. You're going to have to tell me who exactly loses in the case of these European countries in this program.

Completely short-sighted even "fringe" point of view. Ever heard of tax incentives? Ever heard of tax credits? Ever heard of the notion that the marketplace doesn't always do things right, especially in relation to valuing future resources. You must also think it's a bad idea to get lead out of paint and highly polluting cars off the roads. There's nothing here to discuss.
The sociaaalist ways of the past president may allow you to buy an American car. Face it without the help of gov, you might have seen all our car companies fold... that is far more tragic than being socialist. If you worked for one of those companies you may think the same,
A government powerful enough to give you anything you want, can take anything it wants from you.
