It does not outline every American as a threat. You have to be reading a heck of a lot of stuff into that report to get that.

Many, maybe most, LEO's these days already have an "us versus them" mentality where they see everyone as "them." And this document suggesting people who favor states' rights over federal control, people who buy firearms and ammunition that some want to ban, etc., as "extremists" and potential terrorists, getting distributed to police departments, will have some bad effects.

Because homeland security was supposed to ignore right-wing extremists, even after they had done a similar report on left-wing extremists?

Both reports are vague and can apply to anyone.

Agreed. So why are so many bloggers and conservative commentators so upset over this report, but not upset over the other? Could it be that the reports aren't partisan, but the response to them is?

Same reason the lefties mostly aren't upset with this report and some in fact enjoy quoting it and using it against right wingers...too brainwashed by partisan politics to see the onslaught against our freedom when it isn't hurting them.

The report warned law enforcement agencies to watch for suspicious individuals who may have bumper stickers for third-party political candidates such as Ron Paul, Bob Barr and Chuck Baldwin.
State drops warnings over 'militia' members
Is this the report you're talking about, or are you just mentioning it? I live in Missouri and I know about this one. It was ordered by ex-Governor Matt Blunt (Rep) last year, and completed under new Governor Jay Nixon (Dem) just recently. It says crazy things like the more extreme Right Wing people tend to support third-party candidates more often than other people. It was the work of a single employee and was distributed within the State Government without any review. They are saying that apparently their policies don't call for any review before release, and that's been changed and the report has been recalled. They also said that had it been reviewed it would never have been distributed.
Given the timing and the sequence of events this sounds an awful lot like one of Chuck Colson's famous "dirty tricks". Why else would a Republican Governor order a report like this about people in his own party, knowing it would be released (and cause a ruckus) after he left office and a political opponent took over?

They pose left wing terror as cyber attacks. No mention of vets, state rights people, anti-spending.....the "right wing" warning has many many more people. I missed Black liberation movements in the lefty warning along with many others. Whatever of course you folks think it's cool. I have yet to see a lefty disagree with silencing dissent.
Amazing they feel the need to send out a warning despite having no evidence or even chatter.

The threats are different from different groups. And I heartily resent your remark about lefties disagreeing with silencing dissent. I'm a big advocate of dissent, and I've always tried to bring respect to our discussions, even though we have very different viewpoints.
