I'd rather see my tax dollars go towards comprehensive sex ed. I think the pay off is great: less payouts for WIC and food stamps.
Of course condom dispensers in schools would also be awesome but I'm sure that would anger many people.
Of course in many places you can get free condoms at the local health clinic.
The one close to my house gives you around 10-20 for free.
The crazy thing is that it's less than a mile from my alma mater yet I knew of at least 40 girls in my high school years that ended up pregnant.

Abstinence when followed through 100% of the time is 100% effective but teaching abstinence ONLY education to teenagers is not 100% effective.
I support comprehensive sex ed which talks about abstinence AND contraception: birth control, condoms, IUDs, and yes...abortion.
There should also be realistic conversations with teens about the cost of raising a child. WIC and food stamps will not be counted in.

Actual abstinence is, of course, 100% effective in preventing pregnancy. The major problems with it include:
Poor compliance rate
Use of oral/anal sex to avoid having vaginal intercourse - you know how those fluids can travel!
Use of manual stimulation - again, can put semen in prime position to find that egg.

The problem with teaching abstinence with no backup plan, aka "abstinence only", is that when the mistake is made, there's no further education or contraceptive method to resort to, and pregnancy is much more likely.
