Its pretty simple, not directly aimed at guns but if every waterway is under fed jurisdiction they can decide that the pond you own & hunt ducks & geese over is off limits. Theres nothing good about granting our federal gov't any more power than it already has.
Its only real job is defending the country & making certain that the states abide by the constitution. Interior waterways are not its concern.

If the feds control it & things go as planned then the UN will control it.
Right ow the waterways are under states control.

If you want to study up on it, study up on the UN & its ambitions.

Haven't you noticed over the past few months, that the federal government is grabbing more and more authority and power over the country, bypassing the states and private enterprise?

Some of them sound innocuous, like a HR 875, The Food Safety Modernization Act of 2009, that wants to regulate fishing boats, hotdog stands, neighborhood vegetable booths and farmers’ markets. Others are more obvious, like dictating executive compensation and salaries for private companies, or create abritrary conditions for taking over control of banks and insurances companies, and private corporations, or even firing CEOs.

So when Americans see the federal government deciding they need to write a new law, to make previously state, or private matters, federally controlled and regulated matters, we become more acute to the next power grab.

by declaring states rights, and telling the USG that they do not have power over what happens in individual states.

Really, what are the chances that this passes in Congress? Why hasn't a single news source mentioned this proposed legislation?
