Yes and they have been criticized for that....Rome wasnt built in a day....step by step we are headed to towards a single payer no-opt-out system.
It's the only way it will work.

I'm using WHO data to compare the USA to other Countries healthcare systems and the USA doesn't do too well.....LOL

If the intention is to make health INSURANCE more affordable, single payer is not necessary.
The legislation being developed in the Congress is multi faceted with the intention of bringing down the cost of health insurance -
You probably should wait to see the results of that legislation before insisting that the ONLY way that it will work.

A single payer system would have to come through the Congress - I guess you would not trust them to do that either? Then, how would it get passed??

In slow steps as I said earlier. ...Probably passing thing a few things here and there that lower costs a little.
But for the big savings to occur somebodies ox is going to get gored....That means insurance compaines and drug companies, and healthcare industry workers are going to get a haircut.
